I agree with Ed, the bearing units (Rollenfuhrungen) kept the control rods (Stossstange) in place whilst allowing them to move back and forth. The circular bearings and their pins are missing from your item. Looking at the shape of your mounting piece it would appear to be from a rear fuselage member.

I would say from the style of riveting, jointing, captive nut holder that the piece is definitely German origin but couldn't say which particular type of aircraft as I have found similar on Junkers and Heinkel products - and probably used on others too. If any numbers are evident it would be useful to know them!
