Hi Byron,
one explanation is that a Staffel would have a full operational aircraft, but no crew to man it (due to injuries f.e.) while another Staffel of the same Group would have a crew ready for duty, but no operational aircraft due to maintenance or repair.
So a crew of one Staffel could fly another Staffel's aircraft.
This of course doesn't make things any easier researchers.
