Dienststelle in Freiburg I believe and they may be able to help you with details of awards to individual aircrew but I don't think they handle general enquiries of this nature unless you are related. So-called 'Freedom of Information' legislation (as so often happens) colliding head-on with data protection acts & privacy laws.
