If indeed J.K. Tough, then the London Gazette of 4 June 1943 has him in the Technical Branch.
Flight Magazine of 13 July 1944 reports 'Died on Active Service' for Wing Cdr. Tough.
Earlier he's mentioned to be a Commissioned Engineer Officer with Home Aircraft Depot, No. 24 (Training Group), Henlow:
