Looks like a fuel pump. Here a schematic of an analogous model (DBU : Deutsche Benzin Uhren). License build by Aerobau Lehman is of course possible.
As far as I know, this pump has nothing to do with the BMW 801 or the DB 603 engine... May be on the tanks side of the plumbing, but I have no parts catalog of the Do 217 or the Ju 188.
