This may be two films edited together. Notice the trees close to the bldgs/aircraft in the video up to the 2:05 mark, after that (based on the topography) everything after the 2:06 mark looks like San Diego.

I have some pictures of this Zero dated Sept. 26, 1942 in San Diego being test flown by Lt. Cmdr. E.R. Sanders who was assigned to the Flight Test Section of Anacostia, D.C. and some other pictures dated May 16, 1943 when it was at National Airport, Wash. D.C..
