In my opinion, the photo you are showing is Luftwaffe (WL plate), just not a flying unit [hence the Ketley book might not apply], but a groundforce unit (e.g. Rgt.H.G.) instead. Also the authuor of this album is said to be a Lw PK Mann. And the album and the photos don't seem to belong together, as the album seems to be still empty...
