VVS aviation regiment designated 3 URAP, what does the U stand for?

The U in URAP, what is this in Russian. Part of Soviet Black Sea Fleet Aviation (VVS CHF) I found this in Bernad, Karlenko and Roba's book Barbarossa to Odessa vol. 1 page 12. It is a unit type I haven't seen before.

I believe it stands for Training Reserve Aviation Regiment.

Possibly this is UTAP (Utshebno-trenirovochniy aviapolk) - training aviation regiment.

I know of 12 reserve aviation regiments(Rezervi Avia Polk) in the Army's branch of the VVS. These were training organizations. The Navy (VMF) may have had its own terminology, but I don't know this. The term "Uchebno"is applied to training aircraft, and this could be an "Uchbno Rezervi Avia Polki" or URAP but I am only fishing in the dark dark here. So Nokose you could be right, but does anyone else have an answer?

URAP is Uchebno-reservniy aviapolk. Served for training and accumulating pilots for new operational regiments.

3. URAP VVS VMF was formed by an order of NK VMF dated 29.03.1941. It was under command of the Black Sea Fleet VVS. Served for training and accumulating of airmen for new formed units. Since 01.06.1941 consisted of three squadrons of 8. IAP and 40. BAP. Was based at Dzhankoye. On June 22, 1941 had 11 SB, 10 I-15bis and 6 I-153. Was disbanded in summer 1941. From its fighter squadron 101. OIAE VMF was formed.
