Not any kind of RAF aircraft serial number: it may be in some kind of DH tooling number sequence. I suggest asking at the Mosquito Museum, which has three Mosquitos under assembly and so ought to recognise the tool - or at least confirm/deny any tool number sequence?

Here's a drawing of your part. It is a tool, basically a wrench, used for connecting the bolts in the main wing/fuselage joint.
