Original, most likely, yes. Has already been offered a short while ago.
Official document, no.
Value, not too much in any aspect.

RLM Camouflage Chips: Are the Colors Accurate?

Are the colors on the ebay item accurate? (Have they faded or otherwise changed over time?) I have Hitchcock's Messerschmitt "O-Nine" Gallery text (Monogram) that has the RLM color chip reference on the last two pages and the colors, the blues, green, brown and yellows, are radically different than what is shown on the ebay item.

What RLM color chip reference is considered to be the most accurate?

After 56 years of Luftwaffe modelling, the color's chips from the old 'Official Monogram Painting Guide' are for me the best and most reliable

As I stated this is not an official document, but the mere notes of an enlisted scholar/ student/ trainee.
They are as precise or exact as they would need to be for him, but not anywhere close to be an official document. The deviation from an "original or official" document cannot be judged from an ebay selfie photo. Besides that the chips source or origin and how they came to be is unknown.
Already the fact that there are visible differences make these notes interessting only at the very best.

There are no most accurate chips. Already the chips in the specific Ldv were only seen as a suggestion, no way near of being a standard. The original prewar RAL color chart was also no standard, but a guide instead.
Even our contemporary compilations (Hitchcock, Ullmann etc.) are a ((rather) close to the original) interpretation/ compilation only. I don't want to elaborate this further, because this will bring us far away from the original topic.
