Could be. Free French Air Force certainly existed, flying both Allied and German equipment. Likely many of that french speaking.

I guess this document didn't need free French planes to be issued since it was issued by US 7°Army photo center as written on first page.
I think the Me163 photos points for a post war document and plot the area which was under French responsibility; something like that.
