Schwarm, when it was introduced in LW?

I wonder, when was officialy introduced a Schwarm into LW official combat tactic? Most probably in 1939 after Spanish Civil War, but when excatly?

Second: did it has any imparct on staffel size/ structure, or not?

Third: what was the first LW unit officialy used this new combat tactic?
