2cm and 3cm APHE in 1941?

Does anyone more about these rounds? Introduction, effect, etc.

In a later memo the 2cm ammunition is refered to as AP/incendiary with a penetration of armour plate of 40mm at 100 yards. It also states that the incendiary was not leading to fire in firing trials but forced crew of hit tanks to wear respirators due to white smoke.

This refers to an intercepted message from Fliegerfuehrer Afrika of 3 December 1941 in which the good effect of the Panzerbrandgranaten and Panzerbrandgranaten mit Elektronkoerper (?) was hailed and more were requested.
