It certainly isn't the Stavanger crest (I live at Sola/Stavanger). There is no local tie-up with the heraldry (or what it's called) in that image.

The book is published by Flughafenbereich Stavanger wich is not the same as airfield Stavanger. Flughafenbereich is translated as airfield regional command wich means that a number of airfields was under its command. Perhaps the crest is that of Flughafenbereich?
