What is a Zamkomeska in English?

I am trying to get details of the career on Mikhail Zelenkin and it mentions that he was "Zamkomeska" of the 813 IAP. I assume that means Political Commissar? (He SEEMS to be with NKVD prior to his Air service).
I have tried to Google translate but it's coming up nothing....

That is deputy commander of escadrilya (squadron).
