Colonel Howard Kelly USAAF?

For years I have been fascinated with caricatures by Pat Rooney. Rooney toured military bases during and after the war making caricatures of military officers.

Until today I had only been aware of British personnel being sketched by Rooney until today I took possession of a Rooney caricature dated 1952 of Colonel Howard Kelley who I am presuming was a USAAF/USAF Officer.

This looks like a pre-war photograph of Howard Kelly, can anyone tell me what the uniform is?

On the back of this photograph is written "Winter- Reno 1931-32 Howard with divorcees to be. Univ. of Nev. campus." One can only hope it is written with tongue in cheek!

And finally, Howard Kelly on the right, is that an Air Force uniform he is wearing?

Who is the RAF officer in the middle? I don't want to jump to conclusions but I know who it looks like.

My conclusion was right, the Duke of Edinburgh, I wonder what the occasion was.

2. The post WWII shot is related to a NATO meeting , the RAF Group Captain can not ident

Thank you. The RAF officer is Prince Philip, Duke of Edinburgh acting as Marshal of the Royal Air Force (a now defunct rank) he can be seen at a similar event here. https://www.youtube.com/watch?v=QbgpfRm51aE

Is Colonel Kelly wearing an Army uniform or an Air Force uniform in the photograph with the Duke?
