The a/c is a Cessna Bobcat. The photo was most likely taken in the States during training.

Just my guess: bombardier training. Found (a) Milton E. Gunnarson, bombardier in 388th BG and (a) Sheldon M. Rutter, also bombardier, in 461st BG.
