I ran across this link which gives viewing access to a large number of the USSBS reports.

Unfortunately I could not find the Lubeck report, but I think the link is still useful. A couple of links on the page give a good overview.

Toward the bottom of the page is a link called:

If you click the link you get to the full listing of both the Pacific and European war reports. Not all of the reports are available on-line, but you can see how the reports were numbered and organised. Here is the link:

Back on the main page there are two other useful links toward the bottom of the page. Both are called "Reports", but the first is the Pacific War reports available for viewing and the second is the European War reports available for viewing. In the European listing you can see that report 38 (Lubeck) is not available here.
