I believe Luftwaffe aircrew were credited with a combat sortie (Feindflüg) if they operated over enemy territory or if they made enemy contact (not sure if this means actually engaged) over friendly territory .

Another interesting quirk: According to logbook evidence, JG 11 pilots were credited with 1/3 of a Feindflug for flights 100 km out to sea that did not result in enemy contact.

The fighter pilots escorting Il-2s were held accountable for air-to-air losses to Sturmoviks, and could be severely punished, including demotion in rank and even (allegedly) worse.
