Is this a Bomb ?

Hello,
I have been advised that this may be a Bomb. But what kind and which Nation used these, UK, USA, Germany or Russia ?
As it stands its length is about 55 cm so only a small Bomb.
Question is - is this in fact the remnants of a Bomb or is it something else ???
