Service Instruction Plate

If I may ask, what exactly is this "Plain Jane" plate "saying" after all these years?

Bei aufgebocktem Flugzeug u. nicht unterstütztem Motor darf die Klappe nicht entfernt werden.

Based on that, undoubtedly more difficult, any idea from what aircraft type it may have come from?
