Two questions:
1) His face is familiar, but I can not remember who is this General...(Erhard Milch???)
2) What kind of flying suit is he wearing? I never saw this badge on the left sleeve. Any Luftwaffe suit especialist help us identifying this flying suit/rank badge?

2) It is very similar to the rank badge worn by Generalfeldmarschall Erhard Milch in a visit to JG 2 "Richthofen" in the summer of 1943 at Vannes, France.
