Armbandkompass

A friend has just obtained an Armbandkompass that has the following inscribed on the back:
Baumuster AK39
Werknummer 11716
Anfordert (requisition?) F123 235
Hersteller..JLR

Can anyone shed any more light, especially on the name Hersteller?
