I have not come across the designation "Type 98 Early" before but maybe you are referring to the 32 Revi 2b sights taken from He 112 fighters in storage at Kasumigaura and modified for installation in the Zero pending Japanese production? The first Japanese made Type 98 was based on the Revi 2b and was initially manufactured by Tomioka Kogaku KK (Tomioka Optical Co).

The Model 1 was mainly installed on fighter types and had a circular reticule pattern. The Model 2 was used predominantly for dive-bombing on carrier based aircraft and had a square grid reticule pattern.

Model 1 was manufactured by Tomioka at the rate of 1000 units per month and by Chiyoda Seimitsu Kogaku KK at the rate of 200-300 units per month. Model 2 was manufactured by Nihon Kogaku Kogyo KK and Tokyo Kogaku Kikai KK.
