Hello Martin,

Er = Ersatz notwendig.
This was an indicator of the need for a replacement aircraft because the aircraft could not be rebuild with troop resources.

It means »Ersatz« or »Ersatz erforderlich« = replacement / replacement required.

In this case, yes, but 60% and over (write-off) would also demand a replacement of course.
