That's correct, Roland. However, in 1936 the Luftwaffe was no longer clandestine.

Yes, but he joined the new Reichsluftfahrtministerium in '33, however as colonel only as leader of Amt D (later Luftwaffenverwaltungsamt), part of the RLM. At this moment the Luftwaffe as military force was de facto not existing. During this time he was both member of Heer and Luftwaffe; he left the Heer in '34.
