How come this document is in the public domain and for sale? Are such documents supposed to be in the N/A Kew?

Could it be one of the many that were stolen from then then PRO a number of years ago? If so, the NA/Police would be interested!

Combat reports, ORBs and other documents were filed in several copies, sometimes again multiplied depending on demand. Sikorski Institute has very own sets of documents for example, and I think remaining Commonwealth countries have their sets at their archives as well.

F/L Sinclair G.L. DFC landed near Caterham wood, his R4084 crashed not so far.
F/O Boulton J. a former Squadron insctructor crashed in cockpit of V7412, NN-P at Wallington near Kenley.
No.310 (Czechoslovak) Sqn claimed 4-3-1 victories in this fight.

I have heard conflicting stories as to what was stolen by Graves(?) and what was then recovered. Anyway, I suppose a lot of stuff was dumped or burned after the war, and only one set was destined for preservation. All the other copies available around are coming from collections of various RAF personnel, be it airmen or intel officers, who kept them as souvenirs. Why NA/PRO did not care to get copies of missing documents from other archives, I do not know.

Sadly I would guess cost,
You could ask the same, why there are, ( rumoured ) , apparently photos at the RAF museum un-listed/filed, supposedly cost again.
