Luftwaffe document

Hello all,

Recently I bought the attached World War Two document and I have a few questions regarding it:
1)Unfortunately I am not able to read the Sütterlin handwriting very well, but a friend of mine suggested that the writing on the right says “Amtnummer”and then possibly “Allruft” or “Allrust”. Can some of you maybe give their opinion what the Sütterlin text say?
2) What do the stamps mean on the document?
3) Does anyone knows whose signature is on the document?

"Amtmann Albrecht" = rank of a civil sevant named Albrecht.

My question is: Why would a document like this be stamped Secret? The other stamps appear to be related to a filing system. The initials may be the person who reviewed the document for approval, filling or some other reason.

Amtmann Albrecht was the civil servant (clerk or officer), who signed the incoming/ recieving of this letter at "Luftwaffenpersonalamt".
It is "Geheim"(Secret), because natualy all information on military personel are regarded secret. Especialy because you could be also able to extract other information (the unit, their base, procedures [->this is arecommendation letter using the help of somebody in a higher position [somebody being represented by Generalstab des Luftwaffenkommando 4] then just the OIC of Lt. D. Rohwer at JG3] etc.) from this letter.
