suggestions on publishers

I am hoping some authors on TOCH will have some thoughts regarding publishers. My previous publisher does not want to do a project after all (and after having kept things on hold for several years) and I am in need of other publishers to approach. I have a massive Ninth Air Force fighter operations manuscript (3,000 or so pages) along with 800 or more photographs. I hate to see it collect dust but really do not know what publishers may even be interested. If anyone has any suggestions, I would be most appreciative. I hate to send anything as a "cold call" as I imagine those simply get pitched, so thought perhaps if a firm which would deal with something along these lines (WWII aviation in general) could be found, it would lessen the chances of that happening. Thanks very much for any advice or help.
