Hi,
Oscillating light may have different effects depending on the frequency. If one is suffering from epilepsy, an attack make be provoked, if the right frequency is used. Another commonly known effect is Flicker Vertigo, the symptoms being nausea, dizziness or even unconsciousness. That is one reason why propeller blades were painted black on the rear. Concord's British Tanks of WW2 has a piece of artwork showing a CDL from March 1945 - stating that no known daylight photos are known to exist. There is no mention of flickering - the statement is made that these tanks attracted a tremendous amount of enemy fire, as searchlights would, which strongly suggests that any "epileptic" effect was negligible!
