Found this "The A-N (Army-Navy) gun camera remained throughout the war and could be “fired” without the guns. The guns, however, could not be fired without the camera grinding away." So indeed it could film. I stand corrected

I do not know how gun camera worked in the US aircraft, but I do not expect it to be any different to British ones. If so, you had to switch camera on, and then you could activate it without firing your guns.
In the case of Voll, it is really hard to discuss it without paperwork. I assume that his combat reports did include information about witnesses or gun camera use. Sometimes combat reports do have notes.
I am aware of pilots being credited to kills due to collission or manoeuver, but as far as I am aware, all the crdited cases had witnesses.
So I would leave the case as is, as long as evidence could be produced.

"British gun cameras were indeed triggered when the guns were fired and continued to roll for a few moments after the fire button was released.Alternatively,there was also a small plastic button fitted to the lower part of the spade grip which could be pressed to roll the camera,enabling you to film things without having to fire the guns at the same time.This would also enable you to film rocket-firing as the rocket firing buttons on something like the Typhoon were located on the throttle grip,so you would have your right thumb free to set the camera rolling.
The Americans had a slightly different system whereby the camera would start rolling when the gun firing trigger was half-depressed."
