Does anyone read Japanese Characters?

I picked up a piece of fabric (Meatball emblem) from a WW2 Japanese plane. It has 2 of these stamps within the emblem...I assume they are inspection stamps?

Can anyone tell me what they say?

Thanks!

Mike
