Hello Chuck,
Might be possible, looks like two French or Belgian followed by seven British then the Soviet claims.
So look for pilot with 2 + 7 then eastern front claims.

Lt Herbert Schramm, 7 Staffel, 10 Sep 41? Interesting that he officially had 8 kills by 17 Oct 40 and at least 3 unconfirmed including 2 on 16 April 1941

It is apparently 9 victories in the west and 24 in the east, 33 altogether. Following Robert's hint above as well as Chris Goss' assessment - it is Lt Herbert Schramm, 8 Staffel, 10 Sep 41, Bf 109 F-2, "Black 3". JFV 6/II, page 166, photos 173 - 174.
