That early in the war the umbrella would be reference to the then British Prime Minister, Neville Chamberlain. Not related to the weather reconnaissance, I think.

This umbrella was relative of the one of Prime Minister Chamberlain at the beginning of WW 2. Probably the personnel emblem of a crew.
