a US hat part

can anybody provide explanations on these USAF hat components that were found in France after a US Bombers raid ?

The tag is from a custom Clothier in NY. It was not unusual for officers to have a bespoke uniform including hat made.

Cutom tailored uniforms for say, Dress Mess. and other formal occasions were more frequent and much more expensive
