survival or distress kit (Belgian?)

Hello all,

I was refered to this forum To try and ID this survival or distress kit I recenly bought. It was Purchased in Belgium and the mix of Britsh and French materials make me believe it is Belgian but that is as far I can go.

construction make me think is was designed to be worn arround te arm or leg?

any help to further ID is appreciated

2 x Signal distress 2 star mk4 dated in the 1960's
Signal de détresse (jour et nuit)/emergency signal (day and night) dated 1962
British ww2 era Heliograph
