DKIG and EK Recomendation Documents

I am trying to locate copies of the recommendations for the DKIG and RK+EL+SW for a Luftwaffe officer. I have a copy of his personnel file from the Bundesarchiv in Freiberg, but they are not there. Besides the 2-3 page basic service file, most of the remaining documents were relatd to benefits for his family after his death. I know that most of the Luftwaffe files were destroyed during the last days of the war. My question is where were the recommendations for promotions and for the higher level crosses kept. I assume that they went to the Luftwaffe (Personalamt OKL) for approval and, in the case of the DKIG and RK, then on to the Praesidialkanzelei for issuance of the awards. I would assume that copies were kept at both offices. If so what happened to those files at the end of the war? If the Luftwaffe files were mostly destroyed, were the Praesidialkanzelei files also destroyed or did they survive? If they survived where are they located and are they accessable? Also, were the Personalamt OKL files separate from the other Luftwaffe files that were destroyed?
