Korean War Dead in China and never returned

While trawling through the Web, I came across a small piece of information. Major Davis' dog tag are currently on display at the Dandong Korean War Museum in China. Yet his remains have never been returned. I'm sure the Chinese govt. know where his grave is along with others. Yet, even during the times. when relations were good, were these remains sent back to their country of origin. . One wonders why? What propaganda value do the human remains of a pilot have after all these years?
