It's the so-called "Schienenzeppelin" from Franz Kruckenberg from 1930 (world record with 230,2 km/h in June 21, 1931).

Thank you. I think it worth noting that the Germans used captured examples of an enclosed Soviet vehicle on skis that was driven by a pusher propeller to travel over snow.
