Can anyone identify this RK holder

Photo was taken in 1941 but any ideas?

A veteran of the first war judging by the 1939 bars to the 1914 EK 1& 2. How many 1st war vets had received the RK by 1941?

Quite a number had received the RK by 1941 as many were Geschwader Kommodore on the outbreak of war and it would be a case of searching through the 124 who got it in 1940 in the hope that I can get a match!

Looks like Ludwig Schulz EP, RK, EL, to me. Is the medal, a Bavarian Observer's badge?
