Sldr H. W. Mcleod - Militia

According to many sources this Canadian pilot served in the Militia (5th Saskatchewan, then Regina Rifles from 1928-34. This would mean he served from aged 12/13 until 18/19. I assumed that recruits would need to be at least 17 to join a militia unit. Can anyone advise?
