Question Luftwaffe To Use Weapons On Enemy Targets

I remember reading about the signing of the agreements of the future of the Bundesluftwaffe of using weapons,especially guided bombs on enemy targets. Were the agreements in effect yet? Right now the Luftwaffe Tornado jets are flying reconnaissance missions over Syria and Iraq. For the Luftwaffe pilots these missions seems boring. Any Germans out there in the Forum have answers to that? Thank you.
