Who can tell me in layman's terms what the function is of a 'horizontal stabilizer control assembly override bungee'?

Found these wordings in an accident report, but have no real idea what to make of it.

in my opinion, a bungee cord attached to the horizontal stabilizer - should the pilot wish to override the control assembly then a certain control stick force might be required?
