Who was in charge of this covert flying school in Russia?

According to E.R. Hooton's book Luftwaffe at War - Gathering Storm 1933 - 1939, page 18, the first Kommandeur of the flying school at Lipetsk was certain Major Stahr, so the flying school was also referred to as Fliegerschule Stahr.

Major a. D. Stahr was commander 1924 to 1930; the station had gone by Sept. 1933. It had comprised a staff group, observer squadron, fighter squadron, observer training course and fighter training course.
It served as both a military flying school and testing base for military aircraft and was about 250 m. SSW of Moscow. Some 450 ( mostly officers) were trained there.
It's descibed in Hanfried Schliephake's book " The birth of the Luftwaffe" ( 1971).

For some reason and that's my personal theory ,Stalin 1938 purges
were intentionally mounted against VVS using the "Lipetzk Connection" affair
which allegedly intended to damage Soviet Union interests, a joint venture
which in fact was approved by Stalin in person and Soviet Comm.of Defense.

One of the main accused was Komkor Baranov.

I saw a Russian footage ( not youtube ) of one of Vishinsky's show trials
accusing VVS officers of treason for having spied for the Luftwaffe
producing for the Germans highly classified Yakovlev design bureau
blueprints . One of the accused in addition to Baranov was Komkor
Schacht Genrikovitch , Spain vet , bomber pilot , Swiss national
HSU recepient , commander at VVS General Hdq .
