Lt. George Welch and MOH

Good evening to all

What to know is there any grain of truth or myth that Lt. George C Welch of the 47th PS, 15th PG who claim four kills over Hawaii on December 7, 1941 was denied the Medal of honor ,because , he took off without order ? (sounds kind a funny).

(I don't know if Wagner's DSC had any connection to what was decided for Welch and Taylor. The circumstances seem similar.)
