Plaque of a Glenn L. Martin 163 ?

A friend of mine found this plaque belonging to an Amercian plane. From Glenn L. Martin Co. So in France we think – directly – about the Glenn Martin 163 delivered from USA to France in 1939-1940. If so ... Whatever … Please what do you think about this plaque ? Any tracks …. Markings seems to inform us about “September 1939” …
