Hey Stephen,

Been sitting in my garage for about 4 years. Did not know what it was. Turns out it is a balance weight. When the aircraft is being transported (by rail, presumably), the radios are removed, and weights added to mimic the weight of the original radios.

This steel plate would have mounted to the spot on the radio rack where the upper radio unit (F1) was originally mounted.

I would imagine "balance" weights were used for flight to keep the CG in the proper range.

Some items that were part of the "kit" for the a/c can have W.Nr.'s. It could also have been added at the squadron level.

You are completely wrong. Tool Bags, Tool Boxes, and other various components that were specific to an aircraft kit were marked as such.
