Lt. L.G. Błtelin from the 12 Fighter Regiment (USSR)

On 23 July 1941 a formation Ju 88 of KG 54 was intercepted by Sowjet fighters near Uman. On of the fighters collides with a Ju 88. According to a German source, the pilot should have been Lt. L.G. Błtelin from the 12 Fighter Regiment.

Is the any info available on this pilot or unit?
