'Danger zones' in Germany WWII?

Hi guys

in the course of my research I have come across this 26 July 1943 quote (translated) from Heinkel Hauptdirektor der Produktion Karl Hayn:

'‘Rostock is in danger zone 1 and 1a. For these reasons, He 111 production has now been split up and switched to the second Mielec/Budzyń plant. '

Could someone please explain to me how the territory of the Reich and its environs was split up into 'danger zones'? Did these change over time? A visual aid would be great but any information is most welcome.
