Addum: 40mm S gun had also HE ammo, which made it effective also against "soft" targets and dugouts.

The penetration figures you mention are for the normal 40mm firing the 3lb shot but without the Littlejohn adapter. With the adapter the performance increased to 80mm of penetration. The HE shell would have had some results against soft targets but then again the 4 x 20mm would be a lot better.
The point is that the claim was that the RAF were dead set against this but as we can see, it wasn't.
